Mr. Garrett, a 15-year employee of the City was promoted to the position of Director of Finance in October 2012. Mr. Garrett’s time with the City also includes service in the positions of Finance Assistant as well as Finance/Income Tax Administrator. Mr. Garrett is a retired Air Force officer after having served 20 years with the Electronic Systems Center and Aeronautical Systems center in various operational and project management assignments.
Mr. Garrett is a graduate of the United States Air Force Academy, holding a Bachelor of Science in Management. He also obtained a Master of Business Administration from Western New England College.
The Department of Finance administers all of the City’s fiscal operations. The operations include income tax administration, accounts payable, accounts receivable, budgeting, payroll, investing, and financial reporting. The current income tax rate is 1.5% with the Regional Income Tax Agency (R.I.T.A.) collecting City’s income tax. Copies of the Annual Budget and Financial Statements are available upon request at the City Building located at 5200 Springfield Street, Suite 100.
